Singaporean owned investment company Temasek is expanding its presence in the Middle East, with plans to establish offices in Riyadh and Abu Dhabi as it seeks to deepen investment and partnerships across the region.
The expansion comes as Gulf economies pursue large-scale diversification and development programmes, creating opportunities across sectors and markets.
Temasek also plans to engage more actively with institutions in Qatar and other MENA markets as it pursues investment and partnership opportunities.
The new Riyadh and Abu Dhabi offices will act as regional hubs for Temasek and some of its portfolio companies, which plan to co-locate at the sites. The offices are intended to strengthen local engagement, develop long-term partnerships and identify investment opportunities.
Subject to relevant statutory approvals, both offices are expected to become operational in the first half of 2027.
Building Regional Connectivity
“The Middle East is an important part of Temasek’s global network,” said Dilhan Pillay Sandrasegara, Chief Executive Officer of Temasek Holdings.
“The pace and ambition of economic transformation across the region are remarkable, and its long-term fundamentals remain highly attractive,” Sandrasegara said adding that Temasek sees alignment between regional priorities and its own investment focus.
Pillay said Temasek’s relationships in Saudi Arabia, the UAE and Qatar have developed over many years through partnerships, co-investments and portfolio companies.
Chia Song Hwee, Chief Executive Officer of Temasek Global Investments and Chairman, Middle East & Africa, said establishing a physical presence would strengthen engagement with regional partners and expand access to investment opportunities.
Chia became Chairman, Middle East & Africa on 1 September 2026, taking senior responsibility for Temasek’s engagement and long-term growth across the markets.
Ankit Khemka, Managing Director for the region, will continue to lead the firm’s strategy and expansion.
Global Network
With the addition of Riyadh and Abu Dhabi, Temasek expects its global network to reach 15 offices across 11 countries by FY27.
Temasek is headquartered in Singapore and had a net portfolio value of $401B as of 31 March 2026. The investment company currently has 13 offices across nine countries, spanning Asia, Europe, North America and Latin America.
The Middle East expansion marks a further step in Temasek’s efforts to build regional connectivity while accessing investment opportunities beyond the Gulf.
The fund is 100% sovereign owned, reaffirming ties between the Emirates and Singapore.
