The Dubai Financial Services Authority (DFSA) has appointed Mark Steward as CEO, effective May 19, 2025, for a three-year term. Steward will also join the DFSA Board of Directors on the same date. He succeeds Ian Johnston, who is stepping down after two terms as Chief Executive.
Steward brings over three decades of international regulatory experience across Australia, the UK and Hong Kong. He previously served as Executive Director of Enforcement and Market Oversight at the UK’s Financial Conduct Authority (FCA), overseeing enforcement and UK Listing Authority functions. Prior roles include Executive Director of Enforcement at the Hong Kong Securities and Futures Commission and senior positions at the Australian Securities and Investments Commission.
The DFSA serves as the Dubai International Financial Centre’s financial services regulator, overseeing asset management, banking and commodities trading.
