Dubai’s creative sector generates $5.98 billion annually, report finds

With over 47,500 companies operating in the sector, the industry employs 175,727 individuals.

Dubai’s creative sector continues to cement its position as a key contributor to the global economy, representing 6.1% of the world’s total economic output, valued at $4.3 trillion, according to a report titled Creative Dubai: Navigating Tomorrow’s Creative Landscape. Released by HH Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture and Arts Authority, the report underscores Dubai’s growing influence as a hub for cultural and creative industries.

The report highlights Dubai’s creative sector as a cornerstone of the emirate’s economy. In 2022, Dubai’s cultural and creative industries generated Dh21.96 billion ($5.98 billion) in added value, accounting for 4.6% of Dubai’s GDP. With over 47,500 companies operating in the sector, the industry employs 175,727 individuals.

Dubai is also a regional leader in attracting foreign investment into the creative industries. In 2023, the emirate secured 898 foreign direct investment (FDI) projects, totalling Dh11.8 billion ($3.21 billion) in capital inflows. These projects further enhance Dubai’s stature, with the emirate hosting 40% of the region’s creative start-ups that have raised more than $1 million in funding.

“Dubai’s extraordinary growth journey has established it as a global economic and cultural hub, attracting talent and investors worldwide,” said HH Sheikha Latifa. “Its dynamic initiatives and opportunities for creatives have reinforced its leadership in the creative economy and its role in shaping the future of culture and art.”

Global recognition

The UAE leads the MENA region in creative sector contributions, according to 2021 data cited in the report. Globally, Dubai ranks first regionally and fourth internationally in Cultural Interaction, according to the 2023 Global Power City Index. This has earned Dubai the right to host prestigious global events, including the World Cities Culture Summit 2024, a first for the MENA region, and the International Council of Museums (ICOM) General Conference 2025 for the Middle East, Africa, and South Asia.

Infrastructure

The report emphasises Dubai’s world-class infrastructure, robust regulatory environment and strong cultural heritage as critical factors in its success. Trends shaping the sector include advancements in artificial intelligence (AI), augmented reality (AR), and blockchain, as Dubai balances technological innovation with sustainable development while preserving cultural identity.

To foster growth, the report outlines key strategies, including:

  • Affordable technology for SMEs: Government-funded projects and public innovation labs to make technology accessible.
  • Hybrid business models: Integrating physical and digital operations for a seamless business approach.
  • Educational integration: Developing curricula that link educational institutions with industry needs to ensure a sustainable talent pipeline.
