The world’s first destination inspired by offshore oil platforms, THE RIG. is a unique adventure tourism spot influenced by Saudi Arabia’s rich oil and gas legacy. Featuring three interconnected oil platforms and a repurposed jack-up rig, it is situated 40km off the Arabian Gulf coastline. Developed by the Saudi Public Investment Fund and its founding board, the concept involves transforming oil and gas assets into themed hospitality hubs.
“It’s about building one of the most unique assets globally that signifies adventure tourism, aligning perfectly with Vision 2030 by shifting from oil revenues to tourism and contributing to the GDP,” said Raed Bakhrji, CEO of THE RIG., in an exclusive interview with Finance Middle East. “This diversifies the economy and boosts the quality of life by creating jobs outside the traditional sectors, such as hospitality and tourism in the Eastern Province.
At the peak of its construction phase, THE RIG. is projected to contribute approximately SAR 5 billion to the GDP and create approximately 18,700 direct and indirect jobs. Once fully operational, it aims to contribute SAR 3.5 billion annually to the GDP, maintaining 3,900 jobs and enhancing the Eastern Province’s economic stature.
Spanning over 300,000 square meters, THE RIG. caters to extreme sports enthusiasts and adventure seekers with over 70 unique attractions and activities, including water activities, extreme sports, amusement parks and indoor entertainment options, such as cinemas and an edutainment platform. It will also feature three hotels, totalling 800 rooms, 11 restaurants, and a marina.
“Constructing THE RIG. involves innovative architectural and engineering approaches,” said Bakhrji. He confirmed that three out of the four platforms—THE DERRICK., THE MOONPOOL. and THE RISER.— will be newly-built using cutting-edge sustainable construction techniques throughout the development process. THE JACKUP., on the other hand, is a repurposed jackup rig that will create a “truly immersive” visitor experience..
“Our construction strategy includes modular techniques, with large sections prefabricated off-site and assembled on location,” explained Bakhrji. “This method enhances efficiency and limits environmental impact.”

Bakhrji confirmed that THE RIG. is currently in the process of partnering with contractors, having floated the EPCI request for proposals. “This step is crucial as we seek the right partners to bring this vision to life,” he stated.
THE RIG. represents a pioneering effort in offshore construction, blending advanced engineering with innovative design to create a landmark destination.

The differentiating factor
Talking about the unique offerings of Saudi Arabia’s newest destination, Bakhrji stressed that “Nothing like THE RIG. has ever been conceived, designed, or built before.”
“Offering guests a blend of nature and industrial charm, this place is about firsts; it’s an adventure tourism destination unlike any other,” he stressed. “Whether you are an extreme sports enthusiast or someone seeking a more relaxed experience, THE RIG. will cater to visitors of all ages and adventure levels.”

The CEO also confirmed that the destination will integrate technologies across the visitor journey to enhance the experience, including augmented and virtual reality, to create seamless and engaging interactions from arrival to departure.
The immersive theatre on THE JACKUP. will utilise advanced technology to simulate the operational life of an oil rig. This immersive attraction will offer interactive storytelling whilst educating visitors about Saudi Arabia’s oil and gas legacy to its guests.
The e-sports centre will cater to the global gaming community, offering a “state-of-the-art venue” for gaming events that blend competitive play with social interaction. “Through these innovations, THE RIG. sets a new standard in guest engagement and diversifies entertainment to attract a digitally savvy audience,” added Bakhrji.
Profitability and sustainability
Discussing the plan to ensure profitability and sustainability over the long term, considering operational challenges and maintenance costs associated with offshore structures, the CEO said, “Our strategy for long-term sustainability involves leveraging the uniqueness of THE RIG.—its design, attractions, and activities—to create consistent demand.”
“We are committed to innovative design and engineering solutions that reduce the maintenance costs and operational challenges associated with offshore structures,” he explained. “Our focus on sustainable practices helps minimise environmental impact, aligning with global initiatives and attracting eco-conscious visitors.”
In an exclusive interview, Bakhrji said the project’s future partnerships with leading hospitality, technology and entertainment firms will enable THE RIG. to offer engaging and diverse experiences that draw visitors, thereby maintaining consistent demand and driving revenue.
Logistics for tourists
For those who are thinking about the logistics of accessing the destination from the mainland, THE RIG.’s offshore location is seamlessly connected to the mainland via a variety of transportation options from two main terminals in Jubail and Dammam, which are well-equipped to handle both aviation and maritime logistics. Guests can choose from high-speed ferries, seaplanes and helicopters for their travel. The high-speed ferries, capable of carrying over 500 passengers, offer transit times ranging from 40 to 90 minutes, depending on the departure terminal. Additional sea travel options include yacht docking at a 50-berth marina and cruise ship arrivals with tender boat transfers. Air travel options provide a swift journey to the destination, taking 10 to 20 minutes via seaplanes or helicopters.
THE RIG. has also partnered with Saudia, the national flag carrier of Saudi Arabia to make the destination more accessible to a global audience by facilitating seamless connections from international locations to King Fahad Airport, followed by a transition to the terminals by road. This ensures a hassle-free travel experience for all visitors, whether they are arriving by air or sea.
When asked about how the development team plans to manage crowd flow and maintain safety standards amidst high volumes of daily foot traffic, the CEO said, “We have designed THE RIG. to comfortably handle large numbers of visitors while ensuring safety at all levels that align with international safety standards and best practices. The development team has selected world-class partners in design, engineering, and construction to ensure the environment is not only thrilling but inherently safe and inclusive for all visitors.”
Economic impact
THE RIG.’s economic impact is significant, driving job creation, revenue generation, and enhancing tourism and leisure industries within Saudi Arabia.
“With the aim of attracting over 900,000 visitors by 2032, almost two-thirds of whom are expected to travel from abroad, THE RIG. plays a pivotal role in positioning the Kingdom as a global tourism hub,” said Bakhrji. “This venture not only stimulates local economies but also aligns with Vision 2030’s objectives, marking a milestone in Saudi Arabia’s journey towards sustainable economic growth.”
