The Qatar Financial Centre, one of the leading onshore financial hubs in the region, appointed His Excellency Mansoor Rashid Al-Khater as Chief Executive Officer yesterday. 

H.E. Al-Khater succeeds Yousuf Mohamed Al-Jaida.

Who is H.E. Mansoor Rashid Al-Khater?

H.E. brings over 28 years of experience to QFC. 

H.E. held several senior leadership positions across telecommunications and energy sectors. Most recently, H.E. served as CEO of Ooredoo Tunisia. Before this, H.E. drove a series of performance achievements within the Ooredoo Group after spending 11 years at Qatar Petroleum.

He previously served on the Board of Directors of Ooredoo Algeria, Al Jazeera Nerwork, Arabsat, and the Qatar Museums Authority Board of Trustees.

Focus of Mandate:

H.E. will focus on transforming Doha’s strategic positioning across QFC.

Qatar, in similar fashion to the rest of the GCC, is pursuing diversification with the National Vision 2030 first.

QFC offers 100% foreign ownership on certain equities; a measure only just introduced by neighbouring KSA as Riyadh opened its capital markets to foreign ownership last week.

However, this applies to business entities licensed within the QFC, not necessarily to equities listed on the Qatar Stock Exchange unless specific regulatory approvals are in place. The QFC’s foreign ownership rule refers to permitted business ownership in the centre’s jurisdiction. 

By contrast, Saudi Arabia recently announced it will open its capital market to all foreign investors from 1 February 2026, removing the previous “Qualified Foreign Investor” regime that limited access requirements.

Oman also announced plans to launch its own financial centre in Muscat. Oman holds the lowest GDP per capita out of all six GCC economies.
