Dubai International Financial Centre (DIFC) has initiated a public consultation on proposed amendments to its legislation under the DIFC Laws Amendment Law No. 1 of 2025. The primary focus is on the Data Protection Law, aiming to clarify its scope and enhance protections for data subjects. Key proposed changes include:
- Scope Clarification: Ensuring the Data Protection Law’s applicability to all processing of DIFC data subjects’ personal data, regardless of processing location.
- Data Sharing Provisions: Updating Article 28 to reassess criteria for third-country data transfers and ensuring protection of personal data processed by government authorities.
- Private Right of Action: Introducing provisions allowing data subjects to seek redress through DIFC Courts for violations of the Data Protection Law.
Additional clarificatory amendments are proposed for the Law of Security, Insolvency Law, and Employment Law. The consultation is open for public feedback until March 26, 2025. Details are available in Consultation Paper No. 1 of 2025 on the DIFC website.
