The Ministry of Finance has introduced Federal Decree-Law No. 11 of 2023 on Federal Government Procurement, establishing a framework for purchasing products and services across UAE government entities.
The law aims to standardise procurement operations within federal entities by defining principles, controls, and standards-aligned with international best practices. It emphasises digitalisation, ensuring fairness among suppliers, and streamlining purchasing processes to enhance quality and spending efficiency.

Focused on integrity, transparency, and competitiveness, the law aims to align procurement with global quality standards and sustainable development. It supports Small and Medium Enterprises, enhances purchasing efficiency, and applies to ministries, authorities, central agencies, and affiliated entities in federal responsibilities.
Exempt entities, governed by distinct regulations, are recommended to refer to Federal Decree-Law No. 11 of 2023. The legislation outlines procurement governance, emphasising transparency, competitiveness, and equal opportunities at all stages.
While implementing the law, existing policies like the Digital Procurement Policy and procurement regulations will continue unless they conflict with its provisions until the executive regulations are issued. Contracts concluded before December 1, 2023, are exempt from the law, except upon renewal, amendment, or extension, where the law’s provisions must be followed.
