The UAE Ministry of Finance has issued a Ministerial Decision outlining eligibility and accreditation requirements for eInvoicing service providers, advancing the country’s shift toward a fully digitised financial ecosystem.
The decision introduces a regulatory framework for the electronic invoicing system, setting standards for company registration, tax compliance, and data security aligned with the Peppol interoperability framework. Only accredited providers will be permitted to issue structured, machine-readable eInvoices and credit notes within the UAE, ensuring accurate tax reporting to the Federal Tax Authority.
The Ministry also launched a dedicated online portal to manage applications for accreditation, renewals, and compliance monitoring. Accreditation will be valid for two years and is subject to renewal based on periodic evaluations. Service providers failing to meet the standards may lose accreditation and face a two-year ban on reapplying.
