Bahrain reached 93.6% on the 2025 World Bank GovTech Index, ranking 2nd regionally and 15th globally under Vision 2030 reforms.

Bahrain has climbed the 2025 World Bank’s latest GovTech Maturity Index (GTMI), as the Kingdom rolls out its Economic Vision 2030.

The Kingdom has accelerated digitalisation, as it’s maturity score levels reaches 93.6% (2025) up from 83% (2022) and just 51% (2020).

Reforms, Vision 2030

The Kingdom’s progress in facilitating communications between governments is noted. Manama revealed strategies in areas of government tech, green tech, AI, and digital innovation: all areas critical to eService quality, expanded community engagement, and strengthened data infrastructure.

The Information and eGovernment Authority (iGA), in collaboration with other government entities, is aiming to digitalise (non-)government platforms to maximise productive efficiencies whilst improving public satisfaction.

According to the Minister of Interior, H.E. Gen. Shaikh Rashid bin Abdullah Al-Khalifa, the results of these efforts aim to align with the “government’s aspirations to enhance the efficiency and quality of services provided to citizens and residents.”

Strong Global and Regional Rankings

The 2025 GTMI classified Bahrain in Category A, reserved for countries with very high digital maturity. The Kingdom ranked second regionally and 15th globally among 197 economies assessed.

Across GTMI sub-indices, Bahrain achieved a 95.8% score on the Public Services Delivery Index (PDSI), reflecting high eService efficiency supported by a robust legislative and regulatory framework.

Bahrain also ranked fifth globally on the Digital Citizen Engagement Index (DCEI), earning an impressive 98.3% score, highlighting strong digital interaction between government and citizens.

GTMI Criteria

GTMI is one of the leading tools for measuring government digital transformation, covering 197 economies. The criteria aim to assess the current state of digital transformation, comparing it with international best practises.

Bahrain also ranks fifth globally on the Digital Citizen Engagement Index (DCEI) scoring an impressive 98.3%.
