Dubai introduced a second economic stimulus package valued at AED 1.5B ($408M), following the launch of an initial AED 1B programme just two months prior.
This initiative, sanctioned by HH Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, comprises 33 distinct measures set to be rolled out over the next three to twelve months.
The package aims to support various sectors, including tourism, trade, logistics, real estate, construction, education, and cultural activities.
Rent Deferrals in the Creative Economy
The Dubai Culture and Arts Authority will implement rent deferrals and payment plans for financial liabilities, alongside a reduction in rental charges for temporary venues utilised for arts and cultural events, and an extension of temporary import duties for artworks.
Alserkal Avenue’s businesses will receive rent deferrals as part of the package.
Exemption of Tourism & Sales Fees
The Department of Economy and Tourism will exempt the collection of tourism and sales fees on hotel accommodations and dining establishments, waive permit and licence fees for holiday rentals, as well as event permit fees.
The Mohammed Bin Rashid Establishment for Small and Medium Enterprises Development will grant a two-year extension on licences for all businesses whose memberships lapse in 2026.
Support for Events Industry
Companies grappling with temporary operational challenges, such as desert safari operators and event management firms, will receive a one-time full waiver of specific fees enforced by the Dubai Department of Economy and Tourism and Dubai Municipality.
Logistics Support
Firms registered with the Roads and Transport Authority will benefit from deferred payments for passenger activities. The validity of building permits for construction projects under the Dubai Municipality will also be prolonged, along with an extension for housing construction loan approvals for UAE nationals through the Mohammed bin Rashid Housing Establishment.
Entities registered with the Dubai Civil Aviation Authority will experience reduced renewal fees for civil aviation permits and suspension of penalties for late renewals.
This suite of incentives is designed to help identify and address the challenges faced by businesses, particularly small and medium enterprises, enabling targeted initiatives that cater to their evolving needs.
