Kuwait Cabinet reviews fiscal deficit, signs healthcare deals, and advances climate plan

Kuwait’s Cabinet held its weekly meeting on Monday at Bayan Palace, covering a broad agenda that included diplomatic engagements, healthcare cooperation, climate strategy, and budgetary matters.

The session began with a review of diplomatic correspondence addressed to HH the Amir, Sheikh Meshaal Al-Ahmad, from foreign leaders, focused on strengthening bilateral ties. Prime Minister Sheikh Ahmad Al-Abdullah also briefed ministers on talks with Egypt’s Minister of Transport and Industry, Kamel Al-Wazir, covering bilateral cooperation.

Interior Minister Sheikh Fahad Al-Yousef reported on recent visits to Lebanon and Syria, where discussions centred on strengthening security coordination in areas such as drug trafficking and intelligence sharing.

Health Minister Dr Ahmed Al-Awadhi updated the Cabinet on his trip to France, during which Kuwait signed five healthcare cooperation agreements with institutions including Institut Curie and Foch Hospital. Kuwait also participated in a robotic surgery conference in Strasbourg, where a local team performed live remote procedures.

Oil Minister Tariq Al-Roumi and the Environment Public Authority presented Kuwait’s low-carbon roadmap, which targets climate risk mitigation and introduces measures for circular carbon economy implementation.

On the economic front, Finance Minister Noura Al-Fassam reported a projected budget deficit of KWD 1.056 billion for the 2024–2025 fiscal year. The Cabinet discussed controlling government expenditure and boosting non-oil revenue sources.

Officials also reviewed Kuwait’s compliance efforts related to international anti-money laundering and counter-terrorism financing standards. Representatives from the Kuwait Financial Intelligence Unit and the National Committee were present. Ministers were urged to complete pending requirements ahead of scheduled evaluations.

The Cabinet approved several draft decree-laws on final accounts for the current fiscal year and submitted them to the Amir. Additional agenda items were either approved or referred to specialised committees for further study.

The Cabinet also endorsed recent decisions by the Supreme Committee for the Investigation of Kuwaiti Nationality, including cases involving the revocation of citizenship under the 1959 Nationality Law.
