UAE establishes General Secretariat as executive body to enhance AML and CFT efforts

These measures aim to enhance the UAE’s financial sector efficiency and contribute to the nation's economic prosperity.

The UAE has established the General Secretariat of the National Anti-Money Laundering and Combatting Financing of Terrorism and Financing of Illegal Organisations Committee (NAMLCFTC) under Federal Decree by Law No. 7 of 2024. This administrative regulation formalises the General Secretariat as an executive body supporting both the National Committee and the Higher Committee overseeing the UAE National Strategy for Anti-Money Laundering (AML), Combating the Financing of Terrorism (CFT), and Combating the Financing of Proliferation (CFP) for 2024–2027.

The General Secretariat is tasked with coordinating compliance efforts among national authorities and fostering collaboration between public and private sectors. Its mandate includes implementing policies to combat money laundering, terrorism financing, and the proliferation of weapons of mass destruction. These measures aim to enhance the UAE’s financial sector efficiency and contribute to the nation’s economic prosperity.

Aligned with the Financial Action Task Force (FATF) recommendations, the General Secretariat will oversee national money laundering risk assessments, monitor emerging financial threats, and strengthen the UAE’s institutional framework to meet international standards. It will also ensure effective coordination among national and international stakeholders.

The General Secretariat will also focus on enhancing the UAE’s global partnerships, working with international counterparts to combat financial crimes and promote the country’s role in global financial security. It will lead efforts to unify expertise, invest in national competencies, and implement strategies to tackle financial crimes at both national and cross-border levels.
