Freelancing is expanding rapidly in Saudi Arabia, playing an increasing role in the national economy and workforce development. The Ministry of Human Resources and Social Development established “Future Work” in 2019 to support modern work styles, including remote work, flexible hours, and freelancing. The initiative aims to increase job opportunities, empower Saudi talent, and create a labour market aligned with global trends.

According to a recent report by Future Work, the freelance sector has seen significant growth, with over 2.25 million individuals registered on the national freelance platform by September 2024. The report also indicates the sector’s alignment with Saudi Vision 2030 objectives.

The freelance market shows strong participation across sectors, with trade and retail leading at 38%, followed by industry at 13% and business services at 11%. Educational qualifications among freelancers vary, with 62% holding bachelor’s degrees, 31% having high school qualifications or less, and 7% possessing higher degrees.

Geographically, Riyadh has the highest concentration of freelancers at 27%, followed by Makkah at 22% and the Eastern Region at 14%. The 25-34 age group dominates the sector, reflecting younger workers’ preference for flexible job options.

The report highlights significant interest from women, with 3.2 million expressing a desire to enter the freelance market. This trend aligns with initiatives aimed at supporting women’s participation in the economy while balancing personal and professional responsibilities.

In 2023, the freelance sector contributed SAR 72.5 billion to Saudi Arabia’s GDP, representing 2% of the total. Government programs, including the Reef program, the Social Development Bank, and the Human Resources Development Fund, provide support to enhance the sector’s growth.

Digital platforms remain integral to freelancing, particularly in technology, information, and finance, facilitating communication and operational efficiency.
